I don't really understand REST yet, because it's not very relevant to me yet, but it seems like, if you follow a Model View Controller pattern for your web application, then all you should need to build equivalent REST-based Web Services is a new output template which delivers XML instead of HTML. This might not always be the best flow for a web service, but it might be a lot easier, both to get started, and to maintain as changes occur (because if the underlying app changes, you just have one set of business logic to change). I could certainly be wrong about this... Les Orchard has some interesting points.
