After the War On Iraq, Iraqi Sovereign Ty ([Self Rule]) has been delayed indefinitely.

is there a "road map" like for the Middle East plan?
what did we learn in rebuilding Japan?
could a Separation Of Powers model accelerate some real Iraqi governance? (e.g. let them run the legislature, but keep the executive and judicial branches for awhile)
what else do students of Open Society/Liberal Democracy have to tell us about priorities?
