School janitors get paid double in NYC for no extra time. Education Department officials say they are forced to rely on fill-ins because Labor Union work rules make it so hard to get the required licenses that there is a shortage of licensed candidates. (Trade Guild, Educating Kids In Nyc)

I'm a certified teacher since 1993 when I passed my [NTE].Had bad accident on the job, now I can't seem to get a good job at all with department of education. I have been a leave replacement for 8 months at a school this past semester, yet the principal claimed she had no vacancies. Surely, she knw of schools needing teachers and so did Region 1 ! What is a willing hardworker to do??????
