You just that this leaked memo by Donald Rumsfeld on Dealing With Terrorism is going to end up as a Tom Peters slide... Are the changes we have and are making too modest and incremental? My impression is that we have not yet made truly bold moves, although we have have made many sensible, logical moves in the right direction, but are they enough? (like Tom, I believe Rummy's a crackpot from a policy perspective, but I'm glad that he's dragging the military into some real change - though he's done a crappy job of tearing down the old stuff, just adding new stuff alongside...)
