Whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness.

The kids were watching The [Sword In The Stone] today, which reminded me of The [Once And Future King], which reminded me of the idea of pardons, and the practice of the . And how much that's been abused. And that there is a big potential for some egregious pardons of the current round of maniacs. Is it time for a consideration for eliminating or constraining the practice (e.g. )?
