But, similar to his point about grand buildings, what if lots of cities do the same thing? Though this may offer alternatives where creativity could get results that sheer dollars wouldn't. (Though maybe only for awhile.) It smells like /-s could play a role here. Create an process?

Update: the [Improv Everywhere] team is on the job! In improvisation, "agreement" makes for a far more interesting scene than "argument".
