Ben Hammersley on [Andrew Brown]'s commentary on (sections 3031 and 3032 of) HR10. ..the burden of proof is on the applicant to establish by clear and convincing proof that he or she might be tortured.
In more Open Society news, he also reports that the [Treasury Department] is making it a crime for US citizens to consume Cuban products in other countries.
