Hugh Mac Leod calls [EuRope] (EU) the world's most expensive luxury good. Every year it get a little more expensive, and nobody has any good ideas about how to make it cheaper. I fear NYC may be in a similar boat. In both cases, some people do know how to make it cheaper, but they don't get listened to.
