A member of an email list I'm on wrote I was meeting with a former Mayor of a midwestern city a couple of weeks ago and he said to me, in effect, "people cannot understand urban until they realize that their purpose is not to educate the urban poor and lower middle class, it is to provide jobs for the urban poor and lower middle class"
