Whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness.

A thriving was the product of effective governance, and it increased support for the administration. Good governance provided the services such as electricity, law and order, and the stability needed for the market to function. And security forces fostered the economic and political development of the city. Because the three were interconnected, we acted on them simultaneously. As a result, the Iraqis became interested in democracy because that balance met their needs.
