idea (not so applicable to , but to more -driven areas): instead of an lane requiring multiple riders in a car, make it a powered-cycle lane - 2-wheeled vehicles going 20-40mph only. You could even make it a double-lane (put a dotted line down the middle) to encourage slower/less-powerful vehicles (, [Motor Bike]) to go there, while bigger things are on the left (but still kept below 40mph).
