is being screamed at 9 days of in Queens for 100k residents. Before Burke took the helm of the utility company, Con Ed was under fire for the 1999 blackout in Washington Heights and a citywide power failure in 2003 (). Does having systems underground matter?

The [West Coast] had short -s recently, which even took offline for 12hrs.
