[Glenn Hubbard] makes 5 policy recommendations. Make individual health spends (on care or ) just as deductible as employer spends; expand health savings accounts; have tax-income credits for low-income families (since they won't benefit from the other reforms). And three other areas where health care -s are not functioning effectively: information (about provider quality - ), anticompetitive behavior (-s) and medical .
