A couple Open Cell Phone-s in the pipeline:
one built by Troll Tech using [QTopia]. $700, has regular phone keypad.
Oct'2007: sold out, no longer being made
[FIC] is building one on Open Moko. $350, no Key Board at all. Future versions will support WiFi/Blue Tooth.
March'2007 update: with some other choices.
