On a Co Working thread for NextNY, I came up with a brainfart for going after Nyc Challenges related to having a Critical Mass of StartUp development.
Local universities should open up space currently used for student study/work spaces for Co Working. (To handle safety/security concerns, could have some way of registering for an [ID] or something.) That way students would see that StartUp-s exist as a "career" alternative, and might actually find some to work with. StartUp-s would get Co Working space (doesn't have to be free but needs to be cheaper than NYC Real Estate would imply), access to students (Viral Marketing test-bed, interns, etc.)
