someone who does something (sports, arts, etc.) for love/Passion rather than Making A Living (e.g. Professional).
In sports the ideology was perhaps a Class War put-down on the people who needed to be paid athletes, vs the Idle Rich.
Even in cultural fields (which aren't a Zero-Sum Game), the label can be used to denigrate/control those who would like to Make A Living for their efforts. (Vs, say, the Ad Network-s that aggregate the work and keep most of the money.)
Conversely, it can be used as a put-down for those not good enough to Make Money from a field.
