Glenn Reynolds recommends an international Right To Bear Arms, contra Gun Control theory, as a way to prevent Genocide. Reminds me of Neal Stephenson's HEAP (Holocaust Education and Avoidance Pod) gun (from Crypto Nomicon). ...not one of the principal genocides of the twentieth century, and there have been dozens, has been inflicted on a population that was armed.
