(2006-02-27) Congestion Pricing
London dealt with Street Traffic problems in the Down Town area by putting in place Congestion Pricing (an approach to Peak Capacity pricing) starting in 2003. Some Retail-ers have complained about lost business. This has led to arguments against its use in New York City.
