- Through work with CANARIE, Canada's Advanced Internet Development Organization, St. Arnaud demonstrated a similar relationship with innovation: responsible for the coordination and implementation of world’s first national optical R&D Internet network, CAnet3, he was chief architect of the world's first customer controlled optical network, CAnet 4, and of the User Controlled Lightpath concept, in which user groups within a community purchase and share their own fibre networks for delivery of Broad Band services. According to St. Arnaud, the lightpath approach offered considerable savings over the purchase of managed services from traditional telephone carriers: lightpaths first developed in Quebec when a group of universities in Montreal (the city already owned all the telecommunications ducts) discovered that the cost of buying the required dark fibre and linking all the institutions was equivalent to three months rent on broadband services provided by traditional carriers.
