The idea of the government not actually providing a public service, but paying private firms to do so.
aka [Single Payor]
Typically discussed in terms of Health Care, maybe applicable to Educating Kids?
It is typically espoused as a change from a mix of public-paid and private-paid services (e.g. current USA Health Care market structure) based on hopes of reducing administration costs.
