(2003-03-24) Anti War Protest Allowed

A marching anti-WarOnIraq protest was allowed in NYC this time. Apparently it was approved before the attack actually started. It's not clear to me why this was approved compared to last month's refusal ([z2003-02-13-AntiWarDemonstrations]). Was the outcry effective? Or did the gumint decide it was OK to let people protest once it was clear that the outcome was already determined?
