William Lind says the War On Iraq has already resulted in Civil War. I wonder how many Failed State-s were really never coherent countries, but simply power-imposed borders grouping warring Tribalism factions? Not all King George's bombers nor all of his men can put Mesopotamia's Humpty together again. Since Sen. John Kerry's policy on Iraq differs from President George W Bush's by only the finest of nuances, it is safe to predict that a future King John would fare no better.
