It warehouses vast tracts of valuable land and uses narrowly drawn and outdated zoning laws to bar developers from constructing projects there without getting zoning variances - which gives the pols a big say in almost any significant building in the city and turns the Real Estate business into a quasi-political activity, with a pay-to-play overtone.
