Chris Messina supports the '#' identifier, and discusses various Group Forming models. There's a thread specific to the idea of group-list-limiting.

update: this became the "official" Hash Tag approach.
Sept update: Twitter now supporting tracking of phrases. Just free-text exact matches, I guess. So 'East Village' and 'East Village' are 2 separate terms...
