aka Nation-State-Building - trying to create a sustainable government in a Failed State.

Does it make sense to try and put in place the non-democratic aspects of the Open Society before having elections?

It's hard to see a win when there's are tribal or religious battles going on....

hmm, another Framing: should a Libertarian/Anarchist be against this? This should be a ripe time for discussing non-traditional models like Anarchy.
