areas that "anyone" can use

could be owned by the government or could be private

might have a primary/functional purpose, but people must be allowed to use it for other purposes or none at all

what "rules" apply in such a place, and how are they enforced? (who's allowed to [Sleep In Public], and who's not? are the ?)
