or, is a Vision really a little too abstract? And getting agreement at that level may be either (a) meaningless (because it's too abstract to lead to tactical agreements), or (b) distracting (because a group comes together with agreement on tactical operational goals despite not necessarily having a long-term Shared Vision)...
