sometimes Industrial Policy is argued for helping build new industries (e.g. JapAn's [Fifth Generation Computing] initiative, various biotech bonanzas, etc.). But often the results get torqued by the Game Playing necessary to compete for funding in a political process, esp during the phase where disappointment sets in at the lack of results, but politicians are too embarrassed to pull the plug.
