the Folksonomy model doesn't have to lead to a unique resource, but rather a collection of resources (sharing a given tag assignment), whereas here it's pretty important to have a uniquely identified resource

this smells slightly similar to the DNS/NameSpace vs Google situation. It's hard to create a unique meaningful namespace.

in Structured Writing every Information Block has a label. Blocks don't necessarily map exactly to Purple Number entities (I'm not sure whether a single Bullet Point necessarily counts as a standalone Information Block).
- Chris Dent thinks each list item Is A Information Block. I agree, but don't know whether Robert Horn would agree.
