Intent: be similar to Presidential Candidates2004.
There are a number of NYC elections in 2005.
The Democratic Party is so strong here, that the Democratic primary is the real election for pretty much everything except Mayor.

SmallCo issues: Real Estate (office, Small Retail) costs; sanitation service quality/cost; Street Traffic congestion (deliveries); tax rates; RedTape; Trade Guild regulations (licensing to be a hair-stylist, etc.)
