except it usually lacks a Hierarchal Structure, it's really just a bit flat Name Space.
see also Folkson Omy - a Tagson Omy isn't necessarily a Folkson Omy - the latter must be applied across a sufficiently large Critical Mass of users to allow convergence via Emerg Ence.
Who gets to tag?
Anyone (even anonymous)? Any registered user? Or only the "owner" of an item?

FlickR lets you tag other people's photos
Del Icio Us of course lets anyone tag anything
what about when there's E Commerce at stake? do you let your competitors tag your stuff?
