creating a fake [Grass Roots] movement
sometimes a central organization sets up a system for distributing material written in a amateurish way for "ordinary citizens" to distribute as their own. (newspaper editorials linked back to the Republican Party)
sometimes they don't even bother with the ordinary citizens, and just have employees of the PR firm pretend to be unaffiliated. (Micro Soft)
