He seems to recommend some sort of online Collaboration Ware process: Idea Futures, Disputation Arena, Reputation Management, etc. - "Around each issue would be a permanent network that would include governments, businesses and representatives of the nongovernmental organizations experienced in the issues," he said in an interview. Once a network had looked in detail at the issues and proposed solutions, he said, it would become a rating agency, judging governments and institutions on how well they live up to their commitments."
