This could be
Managed Hosting provider like Rack Space where they host hardware, do support/maintenance/monitoring for basic services (Web Server, SMTP, etc.)
remote dedicated rented hardware that you manage yourself (except for the hardware itself)
dedicated equipment in a CoLo,
or shared space where I could run anything,
or just a specific hosted application (like Userland Manila or ZoPe, though perhaps then you should just call them an ASP).
Right now fluxent.com runs on ZoPe at IMeme.

Some (maybe NYC-only) low-cost hosting providers recommended by others
[Web Faction] looks promising, seeming to support any long-running process that doesn't eat up too much [RAM]...

[GoDaddy] support PyThon, but CGI only (for Ruby On Rails they do FastCGI)
