Game Rule
Whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness.

A rule in a game.

Most -s can be thought of as games. Ergo most "laws" we run across should at least on occasion be thought of as game-rules as arbitrary as any in a fun-game like Monopoly, tic-tac-toe, dodge-ball, or [Mutually Assured Destruction].

The is intended to teach this.
